Found this on a job. Looks like the previous owner soldered a 1" coupling over the lever end, and sealed it with solder, though I have no idea why. The discharge end was open. However, it didn't relieve pressure at 30 psi.

the label was left with it!
It might have been capped off to keep someone from opening the PRV forever, because someone's kid might have pulled on it and been scalded.
