Painted radiators
Multi coats of laytex paint on some radiators (steam heat) where i work , looking to get the maxium output possible of course . Do i need to remove all that paint or just topcoat with metallic or non-metallic ? -

Figure out another screen name... Steamedhead is too close to a well known contributor/professional on this web site known as Steamhead. It is a free world, but you should do so as a matter of respect.
As for your problem, unless the radiators are GROSSLY oversized, you don't want to use a metallic paint. It will suppress the radiators output.
As for the underlying layers, I don't think it is going to make that much of a difference in the output performance.
