can a evaporator coil be installed on the return of a counter-flo furnace?

    Definitely Not

An evaporator should never be installed on the return side of a furnace. The cooled air will cause condensation on the heat exchanger which will in turn ruin the heat exchanger.

You can choose to do what you want, but you cannot choose the consequences.

    Double Ditto.

Bob is absolutely correct.  Evap coils must go into the supply duct work.
