Bad Fill Water

How should I feel about my HVAC contractor installing and filling my radiant in-floor heating system with obvious high contaminent(rust) well water? I have an electric boiler with all 4 heating elements sitting on the floor while my contractor waits for 4 new ones to arrive. They look like the hull on the Titanic after being in use for 1.5 years. My electrical bill was through the roof while two of the elements were not working at all. How should they have filled this system? Should they have known to put additives in? Wondering about their experience at this point.

It depends on the area. Did you know in advance that you had bad water? Did/has it been tested? Was there an excess amount of make up water being added to the system? Did the manufacturer require an additive? I generally check the old system coming out, it should be an indicator of any water problems...

Thanks for the reply. This is a brand new system in a new house. I asked them to think twice about the water because it was coming from my neighbors hose and they clearly have very hard, high iron water. I told them and showed it to them. It didn't seem to phase them in the least, put it in anyway.
 Well anyway they just left here after installing the new elements. My boiler is an electric boiler and is very small. The tank holds about 1.25 gallons of water and the bottom had a about three inches of orange sludge caked around the bottom of the elements. He added some cleaner before he left and he's going to drain and refill in a few days. I think they learned a lesson here. I hate to say I told you so but......
