Now, let's see. Ignorant neighbor problem,very loud and louder, it's simple and inexpensive, yourself are 100% competent, (no worries here) (?), end of rope (easy on that one) and the ever popular heath problems.
As you mentioned, I think it's time to bring in a lawyer to really screw things up:)
As far as youself working on your neighbors stuff. There has to be a better way.

Frank, from your first picture up top I was wondering about who plays lead in a 7 member band that has 2 tubas:) I guess about 78 sit ins helps out:) 
I always like John Barbas music stuff. One was that Little Feat was not in the R&R hall of fame but ABBA was. Finally something he didn't have to explain to me;)

I remember sitting on a rest stop lawn with my dad, just north of Redding, This was in 1988. He was a major banker in CA. He said "The Feds brought this all upon themselves".
