The industry standard is 180, however in your milder climate using an outdoor reset to use the boiler temp that is exzisting on the milder days may increase your fuel savings

Water is never pure whether it is from a well or municipal and depending on the source, and location of the source certain minerals are prevelant. In a hot water system you are basically boiling or causing a chemical reaction to the water which converts tainted water in all forms to a different state the byproduct is in either a gaseous or mineral form. The gas form is air in the system, or mineral deposits at leaks, OR automatic vents.

lack of heat

Before thinking pump options, what is the overall lenght of fin tube in that loop, if you are beyond 67 feet the BTU output will be greatly reduced per foot resulting in less heat at the end of the loop.

Delayed ignition

Aside from cleaning sensor and pilot burner check ground wires from ignition module and gas valve as well, as a bad ground will interrupt signals to module which makes the whole show go.

Steam problems

Your pressure is out of line. At low pressure steam 1 PSI cut in and 2.5 cut out, and 5 PSI being the limit on the secondary pressuretrol as a safety precaution. If no success with that it all comes back to the piping at the boilers, and the condition of the existing vents and traps now that 8 pounds of pressure has pushed years of garbage in the lines into the traps and vents.

Determine if leak is piping or boiler section, if piping it is probably easily repaired. If boiler section depending on age, most manufacturers have cast iron warranties of 20+ years on their boilers. Need to know location of leak 1st.
