Stalls ?

A car stalls. Not an oil burner.  Are you having to push the reset every minute? or is the burner sputtering due to fuel supply issues (underground tank ? )  sounds like you need a good technician to troubleshoot , or we need more info  to help you diagnose.

Where is this located, Alaska?  Smoke on shutdown often caused because a whole house fan is pulling flue gases back down the chimney.

1:00 am, the phone rings,answering service.Call the customer,try to troubleshoot problem, but they want you there.Get dressed, go there and it is something stupid, like they moved the t.v. right under the thermostat and it is keeping it satisfied.  In and out in 20 minutes, but it ruins your nights sleep.  Be happy you have techs willing to go on night call,it ain't that fun.

Craigslist is full of used radiators for sale, and there are several salvage yards. I still have 2 -  8 section that are 38 " high on Craigslist  Boston. It might be a lot easier and less expensive.

Was this radiator replaced ?  Usually the radiator valve does not have a reducing bushing in it.   I think the supply pipe might be undersized for the radiator, let's see what others think.  Any of the other radiators  piped   the same?

Cast iron or copper fin tube radiators ?

It makes a difference.   If it is copper  " radiators' it is not that bad, cast iron is a different story. copper baseboard heating elements are easily repaired

If I remember correctly, the high limit was usually mounted on top, and reverse aquastat ( or maybe operating) was mounted in coil on rear. Probably leaking between sections and and exiting thru opening. That boiler will probably last another 50 years,but a new boiler will be much more efficient.

sloped wrong?

The bleeder is on the right side, but it looks like the left side is higher. put a level on it, it should slope up to the bleeder or at least be level. otherwise the air will get trapped at the high end and stop circulation.

Where are you located, I have a similar 8 section for sale.Check local salvage yards, craigslist etc, should be plenty of good used radiators for sale.

Boilers that have been off for several months generally need to have flue passages cleaned before running.  Renovation/ dust  can affect burner operation. No water in boiler can also cause a smell , I would call for service and leave it shut off.

I would contact the outfit that serviced it. It may be something simple like a valve left closed, or switch left off.

Keeping the heat at 40 degrees you probably haven't run the burner yet. If you can, back out a plug on top of the tank . If the oil is right to the top it was overfilled.   watch for weeping before you fully remove the plug, there may still be some  oil above that point. The whistle stem should stick  into the top of the tank several inches, when the rising oil reaches that point the whistle stops, and so should the oil delivery .

2 spin on filters not needed, I find a cartridge type at the tank will catch the heavy sediment, and whatever passes thru will be trapped by the spin-on at the burner.  I have yet to find a dirty pump strainer when a burner was installed with a spin on filter  What passes thru the spin on also passes thru pump and nozzle,so by the same logic what goes   thru one spin on will pass thru the second. Sometimes the oil line will plug up, but I usually gravity flush when servicing.

You mentioned flexible hose, make sure it wasn't kinked when the unit was slid back in place. Also , I would solder in a 1/2 inch ball valve  on  the right side of the horizontal pipe , and a 1/2 inch tee with a boiler drain screwed into the branch. To purge just close valve , purge with drain , open valve and you're done. If there is poor flow with the valve closed but good flow when open there is a reason.

That  the 2 bedrooms  are not tied into anything but themselves.   3 sections of baseboard =6 drops into the crawlspace, sounds like who ever looped it together looped the wrong drops, but the best way to prove it is another trip into the crawlspace..

Zone valve problem?

It appears  that you are zoned with zone valves sharing a common  circulator , On each zone valve there is a little silver lever alongside the wires . When you turn up the thermostat the zone valve should open  and the lever should move easily. It is possible the valve is not opening and the baseboard that does heat is on a different zone.  If you know which zone valve you can manually open the valve with the lever and it should heat when either of the other zones are heating.

System 2000 by energy kinetics is another option, I'm sure there are many others. Most important is who does the installation.,ask around. A good boiler improperly installed  might not be the most efficient in the long run.
